Aim: Develop a holistic template for the division of responsibility for cloud security, robustness, and resilience between providers, customers, and governments – across sectors and functions.

Challenges:

Key stakeholders disagree on how to adjudicate responsibility between (and within) them
Mandates and jurisdictional delineations further limit national/regional regulatory responses to inherently cross-national issues
National/regional responses to a cross-national challenge are inherently limited as government agencies and multinational institutions (such as the EU) are constrained by mandates, borders, and jurisdictional limits
Variations in the characteristics of cloud services, sectors (CI?), functions, and threat vectors (e.g., organized crime, state attacks), as well as divergent models offered by different CSPs and other providers of cloud-based services hinder development of uniform solutions
Technological dynamism, businesses innovation and changes in corporate practices hinder understanding of third-party dependencies
Variations in the contractual arrangements offered to small and big customers further complicate matters
Government regulators struggle to comprehend, keep current, and audit the cloud industry’s services and operations
Asymmetry in clout/market power between providers and customers (and even governments)
Governments’ regulatory approaches and leverage are also shaped by their own dependence on cloud services (reverse leverage?)
Necessity to develop a novel approach towards building and sustaining trust (e.g., ‘confidence through control observability’ as opposed to ‘organizational hierarchy’)
