Congressman Michael McCaul has been at the center of Congress’s foreign policy debates over the past two decades, first as chairman of the House Homeland Security Committee and later as the chairman of the House Foreign Affairs Committee. As a leading voice on global affairs, McCaul’s bipartisan approach to foreign policy has shaped congressional debates on strategic competition with China, support for U.S. allies and partners, and promoting American leadership abroad.

Mariano-Florentino (Tino) Cuéllar

President, Carnegie Endowment for International Peace

Mariano-Florentino (Tino) Cuéllar is the tenth president of the Carnegie Endowment for International Peace. A former justice of the Supreme Court of California, he has served three U.S. presidential administrations at the White House and in federal agencies, and was the Stanley Morrison Professor at Stanford University, where he held appointments in law, political science, and international affairs and led the university’s Freeman Spogli Institute for International Studies.

Congressman Michael T. McCaul is currently serving his eleventh term representing Texas' 10th District in the United States Congress. The 10th Congressional District of Texas stretches from Lake Travis to the Brazos Valley. Congressman McCaul previously served as the Chairman of the House Committee on Homeland Security, and during the 118th Congress, he served as the first Texan to chair the Foreign Affairs Committee. Prior to Congress, Congressman McCaul served as Chief of Counter Terrorism and National Security in the U.S. Attorney's office, Western District of Texas, and led the Joint Terrorism Task Force charged with detecting, deterring, and preventing terrorist activity.
